Will: "In the end, he couldn't kill you and he couldn't watch you die. The people who study this kind of thing say that he was trying to stop because you helped him. Probably saved some lives."
Reba: "I drew a freak."
Will: "You didn't draw a freak. You drew a man with a freak on his back. There is nothing wrong with you."
Reba: "I know there's nothing wrong with me. In making friends, I try to be wary of people who foster dependency and feed on it. I've been with a few. The blind attract them."
Will: "Not just the blind."
Hannibal and Will are both imagining being together in the Norman Chapel, them going off into their own little world.
Will: "Ding-dong, the Dragon's dead."
Hannibal: "Are congratulations in order?"
Will: "I didn't kill him. Suicide."
Hannibal: "Then he wasn't as strong as the Dragon after all."
Will: "He was trying to stop."
Hannibal: "I was rooting for you, Will. It's a shame. You came all this way and you didn't get to kill anybody. Only consolation is Dr. Chilton. Congratulations for the job you did on him. I admired it enormously. What a cunning boy you are."
Will: "Are you accusing me of something?"
Hannibal: "Does the enemy inside you agree with the accusation? Even a little bit?"
Will: "I came back to stop the Dragon. He's stopped."
Hannibal: "Your family was on his itinerary. Safe now. You can go home again. If there's any point. Is there any point?"
Will: "I like my life there."
Hannibal: "It won't be the same. You'll see it's not the same. The unspoken knowledge will live with you, like unwanted company in the house."
Will: "Molly and I want it to be the same."
Hannibal: "When life becomes maddeningly polite... think about me. Think about me, Will, don't worry about me."
Will: "You turned yourself in so I would always know where you were. You'd only do that if I rejected you. Goodbye."
Hannibal: "Will... Was it good to see me?"
Will: "Good? No."
I feel like Will said that stuff about manipulating Hannibal to turn himself in just to hurt Hannibal. I do not believe Will knew Hannibal was going to do that, since Hannibal's whole motivation for turning himself in was love for Will, and Will apparently didn't know Hannibal was in love with him until that week. (Will didn't see it before because he didn't think Hannibal was capable of love before, safely and solely seeing him as only a monster, so once his love was openly addressed the floodgates were opened and it was all over.) And his supposed I-don't-care-about-you goodbye involved longingly pressing his hand to the glass of Hannibal's cell.
Dolarhyde: "Your face is closed to me."
Will: "If I can see you, you can see me."
Dolarhyde: "You think you understand, don't you?"
Will: "I understand that blood and breath are only elements undergoing change to fuel your radiance. Hannibal said those words. To me."
Dolarhyde: "I wanted to share with Lecter, and Lecter betrayed me."
Will: "He betrayed me, too."
Dolarhyde: "I would like to share."
Will: "You shared with Reba."
Dolarhyde: "I shared with Reba a little, in a way that she could survive."
Will: "But you didn't change her."
Dolarhyde: "I chose not to change her. I'm stronger than the Dragon now."
Will: "Hannibal Lecter is who you need to change."
Dolarhyde: "I want to meet Lecter. How would I manage that?"
Will: "Want to hear what the best bait would be?"
Jack: "I'm not sure I want to."
Will: "Hannibal would be the best bait."

Jack: "Why in God's name would anyone want to meet Hannibal Lecter?"
Will: "To kill him, Jack. The Dragon could absorb him that way, engulf him, become more than he is."
Jack: "You sound pretty sure."
Will: "I'm not sure. Who's sure? I'm not even sure Hannibal would draw the Dragon. I just say that it's our best shot."
Jack: "Set him up how?"
Will: "We take Hannibal into federal custody. We fake his escape."
(Will to Jack 3.04: "Because I wanted to run away with him.")
(Jack 3.06: "Hannibal will slip away. Will you slip away with him?"
Will: "Part of me will always want to.")
Bedelia: "We assign a moment to decision. What you propose is so thoughtless, I find it difficult to imagine that moment exists."
Will: "Decisions are made of kneaded feelings. They're more often a lump than a sum."
Bedelia: "However you think you're going to manipulate this situation to your advantage, think again."
Will: "There is no advantage. It's all degrees of disadvantage."
Bedelia: "Who holds the Devil, let him hold him well. He will hardly be caught a second time."
Will: "I don't intend Hannibal to be caught a second time."
script: Bedelia studies Will. Sensing where he might be going. Hoping she is wrong. A flicker of alarm plays in her eyes. (Yes, Will did mean that he is going to let Hannibal go free after the escape.) Bedelia: "Can't live with him. Can't live without him. Is that what this is?"
Will: "I guess this is my Becoming."
Bedelia: "What you are becoming is pathological."
Will: "Extreme acts of cruelty require a high degree of empathy."
Bedelia: "You've just found religion. Nothing more dangerous than that."
Will: "I'd pack my bags if I were you, Bedelia. Meat's back on the menu."
Bedelia: "You righteous, reckless, twitchy little man. He might as well cut all of our throats and be done with it."
Will: "Ready or not. Here he comes."
Alana: "I wanted to see you, Frederick. I wanted to remind myself what Hannibal is capable of."
Frederick: "What Hannibal is capable of. What Will Graham is capable of. (...) Who does Will Graham have you roping now?"
Alana: "Hannibal."
Frederick: "Tethers, if I had them, I would burn the man alive."
Alana: "Jack wants to fake your escape. I release you into police custody. And Jack uses you as bait."
Hannibal: "Was it Will's idea?"
Alana: "Yes."
Hannibal: "Yes. (...) Any rational society would either kill me or give me my books. (...) You trust Will with my well-being?"
Alana: "As much as I trust you with his."
Alana: "Hannibal has tentatively agreed to the deal, as proposed."
Jack: "What will it take to make him less tentative?"
Alana: "He wants Will to ask him. And he wants you to say please."
Will: "I'll say pretty please."
Jack: "Well, people are going to stampede if they think that Lecter is out."
Will: "Let them stampede. Authenticity. And let them believe I helped Hannibal escape."
Jack: "Authenticity?"
Will: "Someone has to be close. When the Dragon comes."
Alana: "And then?"
Will (deleted line): "How do you behave when you know the conventional honors have no value?"
Alana (deleted line): "Is it possible to behave well then?"
Will (deleted line): "Desirable to behave well?"
Jack (deleted line): "There is a wisdom longer than considerations of honor."
Jack: "We kill Dolarhyde. And then... we kill Hannibal."
Alana (deleted line): "He has to die. He has to."
Will: "To the Devil his due."
Hannibal and Will are both imagining being together in the Norman Chapel again. Will is walking down the aisle, Hannibal stands at the altar waiting for Will, watching him approach.
Hannibal: "I thought you said your good-byes."
Will: "We've one last good-bye between us."
Hannibal: "You didn't just say good-bye, though, did you? That little extra bit at the end. What was that you said?"
Will: "You'd never have turned yourself in unless I rejected you."
Hannibal: "Yes. That extra bit. I believe that's what they call a mic drop. You dropped the mic, Will, but here you are having to come back and pick it up again."
Will: "I knew you would keep running if I kept chasing you. I knew you wanted me to know exactly where I could find you when I needed to."
Hannibal: "And you did."
Will: "I need you, Hannibal."
Hannibal: "Ding-dong. The Dragon's not dead."
Will explains the plan...
Hannibal: "It sounds weak to you, even as you say it."
Will: "You're our best shot, Hannibal." (leaning towards him) "Please."
Hannibal smiles.
Hannibal: "He's not going to kill us here. What he wants to do requires something a little more private."
Will: "What are you doing?"
Hannibal: "You know, Will, you worry too much. You'd be much more comfortable if you relaxed with yourself." (opens the car door for Will) "Going my way?"

Hannibal: "The bluff is eroding. There was more land when I was here with Abigail. More land still when I was here with Miriam Lass."
Will: "Now you're here with me."
Hannibal: "And the bluff is still eroding. You and I are suspended over the roiling Atlantic. Soon all of this will be lost to the sea."
In english, bluff has two different meanings: as a noun it is a type of cliff or rockface, as a verb it means to say something, or give the impression of something, that is not true. Eroding is when something is being worn away or dissolved over time. The first time Hannibal says The bluff is eroding, he means that the cliff is being worn away by the ocean waves over time. The second time he says it, he's implying that Will's ultimate bluff - his claim that he doesn't enjoy murder and isn't in love with Hannibal - is finally dissolving too.
Hannibal: "You're playing games with yourself in the dark of the moon. Wasn't surprising that I heard from the Great Red Dragon. Was it surprising when you heard from him?"
Will: "Yes and no."
Hannibal: "You intend to watch him kill me?"
Will: "I intend to watch him change you."
Hannibal: "My compassion for you is inconvenient, Will."
Will: "If you're partial to beef products, it is inconvenient to be compassionate toward a cow."
Hannibal: "Save yourself, kill them all."
Will: "I don't know if I can save myself. Maybe that's just fine."
Hannibal: "No greater love hath man than to lay down his life for a friend."
Will: "He's watching us now."
Hannibal: "I know."
Dolarhyde shoots Hannibal through the window, Hannibal falls to the ground, Will watches.
Dolarhyde: "Don't run. I'll catch you."
Hannibal: "Hello, Francis."
Dolarhyde: "Hello, Dr. Lecter."
Hannibal: "I'm so happy you chose life, Francis. Suicide is the enemy. You were seized by a fantasy world with the brilliance and freshness and immediacy of childhood. It took you a step beyond alone."
Dolarhyde: "I'm going to film your death, Dr. Lecter, as dying, you meld with the strength of the Dragon."
Hannibal: "It's a glorious and rather discomforting idea." (looking into Will's eyes)
Dolarhyde: "Watching the film will be wonderful, but not as wonderful as the act itself."
Dolarhyde draws a knife, Hannibal looks to Will, Will reaches for his gun, Dolarhyde stabs Will, Hannibal flinches. Dolarhyde and Will fight outside, it seems like Will is loosing as Hannibal attacks Dolarhyd, directing his attention away from Will.
As Dolarhyde chokes Hannibal, Will draws the knife out of hin own body and stabs Dolarhyde with it. Will and Hannibal kill the Dragon together watching eachother.

Will: "It really does look black in the moonlight."
Hannibal (takes Will's hand): "See. This is all I ever wanted for you, Will. For both of us."
Will: "It's beautiful."
script: A moment as Will considers the brutal pack hunting he shared with Hannibal Lecter. He genuinely feels it is beautiful. Close on Will's blood-spattered face: A single tear cuts through the blood.
They hug, Will directs them both over the cliff, Hannibal lets him.
- Hannibal can’t seem to look Will in the eye when he admits “For both of us”. Like, when he says “This is all I ever wanted for you, Will” he looks straight at Will, because this is something that Will already knew, he isn’t admitting anything. But this seems to be the first time that he admits to Will that he wants them to be together, to kill together and do other stuff together, he’s looking down away from Will as if he’s afraid of the reaction he’s going to get. And then, after that “It’s beautiful”, you see, in those famous Lecter microexpressions, the relief that Will feels the same, and he looks at him with this sort of wonder, his mouth opens, like he can’t quite believe it. And when Will hugs him, and pulls him close, his eyes close in disbelief that after so long, he’s finally able to do this, before he leans in close to nuzzle Will.
- Bedelia to Will: "Has he ever tried to persuade you to kill anybody? He will. And it will be somebody you love. And you will think it's the only choice you have." 2.12
I have always thought the ending was by Will's design. Will told Jack he didn't know if his plan to "fake" Hannibal's escape would draw the Dragon, yet the Dragon told Will he wanted to meet with Hannibal.
The Dragon found and killed everyone in the caravan except Will and Hannibal. The show made a point of showing Francis driving in the opposite direction than Will and Hannibal, yet he knew exactly were the house was.
Will and Hannibal's review of the cliff. Will knew Francis would want to record killing Hannibal. All they had to do was make sure the camera was turned towards the fight. Which Hannibal had time to do that before joining the fight. If Francis won, the FBI would know he was still out there after finding Will and Hannibal's bodies. If Francis died and they survived, the recording would show the fall.
As for surviving the fall, I think neither Will nor Hannibal cared as long they don't have to live without the other. In fact, Chiyoh could have been nearby with Will's boat. It was left in Italy when Will and Hannibal were kidnapped by Verger.
last scene: Bedelia is sitting at a table, her leg is cut and she looks like she's been drugged. There are two more chairs at the dinner tabel.
script: We now see Bedelia in profile and, slowly, we pan down Bedelia's body to reveal... One of her legs is missing. The stump freshly, surgically bandaged. She covertly grabs the oyster fork and slips it under the table and waits for her host to return.
deleted epilogue scene: Will & Hannibal together
Hannibal and Will in blissful peace with each other. Also, the light and shadows are important. To the rest of the world, they see Will's light side, whereas Hannibal sees his dark side. The opposite is true for Hannibal. His shadow faces the audience, the world sees his dark side, whereas Will sees his light side... almost as if his light side comes from Will himself.
